At the turn of the 19th century, when the Jewish community was split by congregational conflicts, Simon was involved in efforts to repair the divisions. According to Jewish historian Leonard Rogoff, he was one of the representatives of the Durham Hebrew Congregation who signed the "Certificate of Incorporation" from the State of North Carolina in 1902. Two years later he was involved in the efforts to raise money to build a synagogue.
In 1905, the congregation purchased and began a long process of renovating a church on Liberty Street. With this synagogue, Durham became a center of Jewish activity throughout central and eastern North Carolina.
